Ability to exclude product groups + customer roles from promotion

There should be an option to exclude a certain product group or a certain customer role from a promotion. For example; if I wanted to have a percentage discount on all items except a group of net items. Or, if I wanted to offer a percentage discount to customers who weren't credit account holders.
