Allow customer to select items that are taxable in cart

We have some customers that are taxed on certain items and non tax on some items. Currently, the customer is utilizing order notes to identify what needs tax applied to it, but these note as not always being caught causing billing issues.
Have a checkbox at the shopping cart level that allows the customer to check that item if it is taxable. Then it would automatically tax those items that are checked.
We would not want this box to show up for all customers, would need to be a setting we could control on our end to apply to customers that may need it.
