Enhance Shipping Settings

Add the ability to prioritize shipping methods based on additional criteria and in order such as using if/than type of structure. For instance we use Spruce which is heavily used in lumber, there is no way for us to specify shipping criteria based on dimensions or volume of material only weight or price. In addition if we ship small items with larger items we want them to go in the same load hence an if/then scenario such as if order contains 10ft item then all items ship at the 10ft rate. With today's settings it would show the rate for the small item and the rate for the large item and customers will always select the lower rate even if it is not correct.
