Copy additional users on the "Your Order Requires Approval" email.

Add an option to add users to the recipient list for the "Your Order Requires Approval" email a user gets when he places an order. There's an option to add additional users to receive the email saying that the order has been approved, but that takes time when the order isn't approved right away. This will allow customer accounts with multiple purchasing people to know right away when an order is placed to prevent multiple people placing that same order.
