Allow Users to View & Edit All Users in an Acct - Regardless of the Child Acct They're Signed into

If a store is set in DDMS to not allow access to the main account (PO Required = D), then super admin users are unable to view and edit all users within the account, since the users are set up on the main account - which they don't have access to. Can there be a new option in roles to allow a user access to all users associated to an account (and it's child accounts), regardless of which child account the super admin user is logged in to? Something like the attached image.
