Prevent departments set up as inactive in DDMS from displaying in Evox.

Inactive departments should not be displaying as available in Evox. If an inactive department is selected by a user in error, they cannot see pricing, but it is not obvious why this is happening.
If there is any character in the O/E exempt field of a department, that child account should either not come over to EvoX, or be automatically disabled within EvoX.
