Make Unavailable Users Not Display as an Option in the Approval Workflow Section

Currently, when setting up an approval workflow, the lists of available users and approvers show all users on the account, including ones who are inactive or unable to be used in the workflow for another reason. Can this be changed so that only active, available users display as an option?
