Allow users to approver orders from unrelated account

If a user is an approver for multiple unrelated accounts, it would be great if they could approve across the accounts without needing to log in to a different account.

The advent of Other Account Access improved the login experience for users with access to multiple accounts, but there is no support for making them approvers across all of their accounts without reverting back to adding the users to each account with usernames, recomplicating their access.
